Moscow attack: 115+ dead, 11 detained

This morning Russian President Vladmir Putin suggests Ukraine was linked to deadly attack on Moscow-area concert hall. The toll now rising to at least 115. Moscow police say they've detained 11 people, 4 of which directly involved in the attack.
