Ybor City shooting: Arrest made after 18 injured

Tampa Police Chief Lee Bercaw provided a second update on Sunday after a shooting left 18 people injured and two others killed. Police say they've arrested 22-year-old Tyrell Stephen Phillips who is being held on second-degree murder charges.
