Biden doesn't think border wall will be effective

President Biden on Wednesday announced that he is waiving rules, and allowing border wall construction in South Texas amid the surge of migrants crossing into the U.S. However during Thursday's White House briefing the president's secretary reiterated that the Biden does not believe the wall will in fact be effective.
