Putin declares 'martial law' in Ukraine regions: New details

Russian President Vladimir Putin has declared Martial Law in the four regions of Ukraine that Moscow annexed during the invasion. Putin didn't provide details of the extra powers the heads of Russian regions would have in that decree.
